Sadly, no. This kind of request or thought, to prepare a petition of sorts has
been considered for similar issues or difficulties. Generally the problems are:
1. It isn't in the financial interest of the company.
2. The company own's joint licenses (in conjunction with another company) or is
merely itself of a user of licenses owned by another company which it needs
to be careful to abide by. There are probably other variations of this but
the license issues can be as complex and challenging to follow as tracking
one noodle of spaghetti served at a meal.
