Your question got me thinking and I realized that it's been a long while since I worked with this kind of detail. So I found a link to a reference which provides the information which I felt was as complete as it should be. There are links from there to other resources regarding Webmin, Cups, etc which should be useful in helping you spot your errors; that is, you'll see your errors as you go through the references. I have no use for Windows but even instructions for how to get it to see the same thing linux does is also included.

Here's the versions of the relevant systems:

I even tried connecting to it directly from Windows by using \ \hostname\hp_photosmart_7150, but it still can't find it.

As a side note, when I configured the printer via CUPS, I had 4 variants to add, and I just selected the first one. The other 3 show up as "hp photosmart 7150 USB #1", "HP photosmart 7150 USB MY2693229S2F HPLIP", and "HPLIP Fax". What is that all about?
