At the moment each author holds the copyright for the bits that they have written. (The fact that we use the GPL makes this not so important.) You can retrieve this information using darcs. I also keep a mapping between the author name as reported by darcs and the real name in Contributors.hs. I'd say the main copyright holders are the people currently active, plus Don.
