Does your layer.conf tell bitbake to read bbappends?  Should be something like:

BBFILES += "${LAYERDIR}/recipes-*/*/*.bb \
            ${LAYERDIR}/recipes-*/*/*.bbappend"

Host system is ubuntu 16.04 LTS
