This is a good question and I think that you may not know that there are several paths that startup projects can go.

- a project can start in the Incubator with the goal of being its own Top Level Project (TLP)
- a project can start as a sub-project of an existing TLP

Governance of an incubator project is under its pre-PMC with ultimate responsibility going to the incubator PMC. Governance of the TLP sub- project is under the TLP PMC.

The proposed split-up of Yoko is the realization that while it is important, actually critical, to many of Apache's projects, it is not likely to generate an active diverse community. Note, moving to Geronimo does not preclude Yoko from breaking out into its own TLP should an active diverse community come into being.
