I'm not seeing that on 10.6.1. Did you check to see what's selected in
System Preferences > Date & Time...is 24 hr clock selected?

Next you might check in System Preferences:

Language & Text > Formats. You might need to click on the customize tab.

Dick can you send me a screenshot showing this if this doesn't fix.
