Actually, I think it is an Exchange issue. If I move something from the Exchange server to a mailbox on my machine, then immeidate select undo, the expected action is not undone (e.g., the just moved item is not moved back to the Exchange server). Instead, some other seemingly random move is undone. Perhaps a move from one Exchange folder to another, or one On My Computer move to another.
Needless to say, this is counterintuitive behavior.
