Hi, I've implemented the suggested API change, so we now have some real download schedulling (independet queues with separate connection limiting). There are just minor changes in the first 10 patches.
The curl interface and queuing logic is here. Then there's the external downloader thing on top of that. The code works fine for me, including shuffling jobs between queues on mirror failures, etc, but I'm sure it won't be hard to break it.
