chore(overlay): include war file in overlay zip
* war file included in overlay
This means the war file will now be fetched locally
first and then from maven central.
The overlay now comes with the zanata web archive, so there is no need
to include the installer and its dependencies.
Also added a zanata.properties file to modify instead of the standalone
xml itself. No real standalone.xml templating at this time.
