You can do it with VCDGear

http://www.vcdgear.com/download.html

 

Copy the dat file or mpeg file to the hard drive. Then use VCDGear to create a VCD image. Pick dat or mpeg >> cue/bin or dat or mpeg >> toc/bin. I think Burnatonce will do ether image form.

Me no know! But it's unfortunate. And I'm not sure how one goes about making it DVD player playable.
