Yes it's possible, the VCD format is mpeg1, and you can burn it on a 
DVD-R as a DVD Video, but you won't get a better quality from doing 
that, although the resulting file will be bigger, and it will take 
the program a long time to re-encode.
The simplest is probably to burn in the VCD format on a CD-R, and 
most DVD players can read that as well.

I'm a Mac user and don't know about your particular software, but it 
should be pretty easy to do.
