Merle,

As you know, I am a recognized city planner and expert Civil Engineer. I've
seen projects built all over the world with lots of enthusiasm and funding,
soon to be abandoned by lack of real need, and dwindling resources.
Infrastructure requires maintenance, and when both need and resources depart,
maintenance funds and attention are seldom extended. The China infrastructure
boom is typical of other types of "booms". I can't be overwhelmingly positive
(and every positive thing has it's DOWN side) because I am on the side of
history. China might be an exception? I doubt it, considering China's
history, too.
