USA has done great things about air quality. I understand that Los Angeles now has many days when the mountains can be seen. ;-) And the smog in the Grand Canyon upstate from me is greatly lessened, so the visibility is much better there, and tourists, and Tourism, appreciate it. Obama's administration mandated the DOUBLING of fleet-average fuel efficiency of vehicles by a date-certain. In his 2nd term, he may have his EPA do more, esp. concerning coal-fired power plants, here. Great things are happening here in USA with respect to air quality assurance. We observational astronomers are thrilled about this. The InfraRed observers are less sanguine, because IR will penetrate through a LOT of crud, anyhow. But, they're breathing easier, at least. And there is less asthma and emphysema among non-smokers. History of the air quality and transparency in USA has followed the same progress as Zen practice, for a devotee. I. e., ...in the words of Donovan's lyrics: "First, there is mountain; then, there IS no mountain; then, there IS!"
