Yes, I understand.

My study and understanding of orthodox Hinduism is not very thorough and 
complete.  I know there are several varieties.  And their history is very long. 
 So, are the orthodox not practicing as they should?   

Maybe you are saying that the God they recognize is not going to help the 
thousands who are dying, and the many others who are displaced.  

But surely big practical efforts are being extended to save those people, and 
not just prayers offered.  Or is that not correct?

I see that in general in Bangladesh, for example, and other very low places 
close to sea-level, buildings are being raised higher; so, efforts like this 
seem to be underway, and ongoing.

But sea-level rise is becoming a big problem quickly.  When storms come, the 
improvements can be overwhelmed.  This happened also during the recent 
Hurricane Sandy in USA, which did so much damage in New York City, and New 
Jersey.  Those places may seem "developed", but the infrastructure there is 
very old, and needs improvements to match the changed conditions.
