I agree with David Martin, all my VM machines are 1vCPU (except for my
Citrix XenApp farm).  
 
With 8 vCPU's will may be seeing lots of other side effects, to do with
resource scheduling.  What physical hardware are you using??  I think
you may need to look at how your VMware farm/servers are configured, as
you may have bigger problems than just ZLB.

When cpu is 100% can't access machine, so can't type "top"
