Actually, you can do this.

What I did was create an empty farm on that port (i.e. no backends), and then 
put the redirect code into the custom error message!
Since all backends are down, Zen will respond with the error message which 
contains the redirect!

Not  supported at the moment. You could use a backed for redirect as a 
workaround meanwhile this property is developed.
