Yes, this value is related to the time of inacticity. For example, if a
user takes a break of 29 minutes, once the user connects again, then he
will be redirected to the latest balanced backend server. But if the user
takes a break of 31 minutes, then the load balancer will decide a new
backend for him.

established it'll force the client to another back-end server?
