# yum install python-devel
The next release of the install script will check this before trying to
build.

That's your problem. The installer is not finding the python includes.
I haven't used RedHat since 7.3, so I'm not sure what you need to do
exactly, but I have two guesses:
1) you don't have the python dev libs installed, or
2) your environment isn't setup properly
I'm sure someone else can give more input on the best way to install the
python dev package(s) for FC5.
