Todd,

If you installed from a source tar ball, then it will likely install all the headers and libraries. If you installed a .rpm, then you will need the libssl-devel rpm to get headers and libraries.

There are lots of ways to fix this, but the simplest is for you to dump your local build of ssl and get the rpms from the vendor.
