As far as a helpdesk is concern, I vote for GLPI 
(http://glpi-project.org/?lang=en). It already have a complete helpdesk 
functions and a fine tracking system. It's also support for external plug-ins.

But if you just need some sort of helpdesk and ticketing functions only for the 
startup, I may suggest start with Helpdesk Over Web 
(http://how.sourceforge.net/) as a bare and then slowly customize from there. 
This will cut much of your time if you start from scratch.
