I don't know about dial-up, but you can configure the SNPP host and port
in the zenactions configuration file:
$ zenactions help
... # see some options
$ cat >> $ZENHOME/etc/zenactions.com
snpphost=some.server.com
snppport=1234
^D
$ zenactions restart
