It appears I'm only getting alerts for failures, but that they are coming in when the service is restored. It doesn't appear to be a matter of delays in the network since the times between failure and recover very widely, and the time on the incoming message to my cell phone correspond to within a couple minutes of recovery. Obviously, this is problematic. One, I'm not getting informed when things go down, and two, I'm getting Device is Down messages when they come back up.
