Are you sure that your Action Rule for your user is Enabled?

This indicates that zenactions doesn't have any Action Rules to process,
and therefore, no messages to send.

I am getting notifications when some service goes down and I am able
to send
e-mails - so something that 'connect' these processes is misbehaving
- but
can't find which one.
