I haven't seen anything in the documentation about it, but I figured this
out by playing around. From any PerfConf template, at the top of the info
page is an Export to Filesystem button. When you click this, it writes out
an XML file to $ZENOSS_HOME/export of the form
RRDTemplate_<devicepath>.xml. Typically you might want to change the name
of this, such as from RRDTemplate_Device to RRDTemplate_Network_Router.xml.
Then move this new file to $ZENOSS_HOME/import. Now the template will
appear in in that menu, so you can reuse for other devices.
