Oh, I left some out and I want to be complete, so just in case you haven't done 
this....  after you've added the user, then I think you need to map the user to 
devices.  

You can do this for a single device or a class of devices via the manage tab.  
For example if you administer all the linux devices in your network get 
yourself to /Device/Server/Linux

Then click the manage tab

At the bottom there's a section: "Administrators"

There will be a pull down with the user's you have added to the system.  Select 
your user and click "Add"

Then I think you can just click save and change the level etc.  (after that you 
gotta play with Event severity and stuff, I can't help you so much on that, i'm 
still learning myself).
