Whoops, sorry, should have read that list of packages more carefully; I didn't see snmp in there.

[EMAIL PROTECTED]:/~$ dpkg -S `which snmpconf`
snmp: /usr/bin/snmpconf

Why the same package doesn't work for you I don't know. An Ubuntu package search shows that the package snmp has provided /usr/bin/snmpconf since at least Hoary. Maybe try reconfiguring the package?

$ sudo dpkg-reconfigure snmp

Also check to make sure the package provides the file:

$ dpkg -L snmp | grep snmpconf
