This issue seems to have been an artifact of the installation method
used. Prior to the initial installation, I had upgraded the mysql server
RPM to 5.0.27, but did not run the mysql upgrade script to upgrade the
database itself. When I realized this, I tried to fix the issue by
dropping the events database, running the mysql-upgrade script, and
replacing the $ZENHOME/.fresh_install flag, to recreate the tables.
Although they were created, it seems that the objects were not loaded to
the database completely.
I bit the bullet, this time, dropped the database and removed the rpm.
With a completely fresh install, the graphs are now created AND displayed.

Every rrd file created is exactly 85568 bytes (which may be normal).
When I try to open up the perf tab under the device, I get a pair of
arrows and a pair of magnifying glass icons, but no graph. Anytime I
try to view a perf page for a device, I get the following error in the
zopectl log file:
