You can do all these things using Zenoss Commands. You have to write the code that checks to see if the file exists, or a directory has not been created. But based on the return value of those commands you can create an event.

You can do the same for the file. Write a command that returns the size of the file, set your threshold, and let Zenoss take care of monitoring that value.
