Zenoss is supposed to be smart about that, but if it can't tell how
things are routed, then it doesn't know those errors are related. In
the next version you can create routes manually so that Zenoss can be
smarter about those issues.
You can set a delay on the Alert Rule. You can turn rules on and off
with a schedule. I typically turn mine off during the night for my
non-critical devices.
But, no, there's no way to send a single alert for lots of events that
occur at the same time. Not a bad idea, though. Here's a ticket.
