I added everything under the /Devices/Network/MyDevice, PerfConf tab,
not the "global" /Devices PerfConf, should I be adding it to the
/Devices, PerfConf tab?.  Doing an SNMPGET fails with 

Reason: (noSuchName) There is no such variable name in this MIB.
Failed object: iso.3.6.1.4.1.3076.2.1.2.3.1.9

So what next?  :)

Would you verify for me that you added this OID to the "Device"
performance template? Also, please try using snmpget from the command
line on the specific OID you've mentioned instead of snmpwalk. I've
seen rare cases where an SNMP agent reports an OID correctly via the
GETNEXT method that snmpwalk uses, but not the GET method that snmpget
and Zenoss are using.
