To get much more than what is offered through SNMP-Informant (http://www.snmp-informant.com) you'd probably have to use WMI. Alternatively you could use the Nagios plugins to get the file size or use an ssh monitor with Cygwin on the other side.
There's probably other methods, but these are the only ones I can think of at the moment.
