I think I have found where I misunderstood how the schedule was automagically enabled/disabled. I believe the problem was that when I created the alerting rule schedule in question, I changed the start date/time to earlier in the same day hence whatever triggers get set up were missed. In testing, if I create the schedule 15 mintues into the future and put a duration in of 10 minutes, the alerting rule enabled/disabled correctly.
