It looks like this is a bug in RRDTool versions at least up to 1.2.19,
which is what Zenoss is packaging with the source install method. I
found this link to a related RRDTool ticket:

I'm attaching a patch that can be used to fix this problem in
rrdtool-1.2.19. It should be copied to
zenossinst/externallibs/rrdtool-1.2.19.patch02 if you are doing the
source based install method. Once this patch is in place, you need to
cleanup any previous builds of rrdtool by running "rm -Rf
zenossinst/build/rrdtool-1.2.19" then running "make rrdtool-install"
from the zenossinst directory. This will apply the patch, compile
rrdtool and install it into Zenoss' lib directory.
I'm CCing this message to the developers list in case they want to
include this fix in the repository.
