Ta, the problem is the admin user...
If I take the http service down on the monitored box, I can see a
red event for the box, but no email goes out. If I look at the
zenactions log, I see nothing but "Processed 0 rules" and
"Processed 0 commands" every minute.
...try creating another user with an alerting rule and you should see
this increasing to: "Processed 1 rules"...
It seems the rules created for the admin user are ignored by
zenactions; whether this is intended or a bug I can't say, though it
smells buggy to me :)

what and there's not much information on troubleshooting them in
the manual.
Yep, this behaviour of zenoss is absolutely counter-productive
unfortunately :(
