Josh, The sendto error (1, 'Operation not permitted') is being generated because iptables isn't allowing zenping to inject the packet into the networking stack. I think you can probably use the -j DROP target instead of -j REJECT to get around this, but haven't tested it myself.
Which version of Zenoss are you running?
