I had the same issue... Check the event that the command kicks back within zenoss. Its probably trying to run the command from /opt/zenoss..., which won't work (at least not in my installation on Debian using the tar). You can either fix the zproperties field for the commands location, or like I did, just create a link on the file-system level for the zenoss folder in opt.
