It is possible to have a VPN with overlapping ip addresses. What kind of 
hardware do you have.

Prerequisites
IP addresses of both the source host and the destination host must be unique

The source and destination address in encryption policy are same.

The IP address of internal interface  is different , for example, one is 
192.168.4.199 and another is 192.168.4.99
