the Zenoss alerting rules are actually very powerful in my opinion. We just have each user setup in zenoss, each user can define their own alerting rules for which devices they want to be alerted about, and what their alerting schedule is.
We have Zenoss send pages via SNPP to sendpage running on the same box as Zenoss which has a external modem attached to it which dials into our cellular companies network and sends SMS pages to our cell phones.
