OK, I finally got this working. The problem appears to be caused by ZOPE not being installed before ZENOSS. I ended up reloading the entire OS (RHEL5), then installing ZOPE, and then installing ZENOSS. After the zenoss install, I started zenoss as root, and one of the first things it did was to create the zeoctl and zopectl files. I think that resolves that problem.
