I'm not sure that standalone "SNMP simulators" exist. It's an interesting idea, though, so perhaps someone has created something. :)
Assuming that you have enough resources (memory, CPU), you could run multiple vmware instances that have SNMP stacks. That would enable you to probe using SNMP, but would also allow you to exercise the HTTP ZenPack as well as anything else you might create yourself. Check out http://vmware.com/appliances/ and perhaps there might be a few images that will be similar enough to your environment to be suitable for your purposes.
