A little more info. It is the zenoss user that runs the script. However, it appears that Zope keeps its processes to itself, and doesn't allow access to the file system, outside of whatever is needed for it to function.
So I moved the script inside the zenoss directory, and all seems well. Is there a defined place for "user" created scripts to be placed??
