When you say you tested it - 

1. did you test it from within zenoss?  (using the test button beside there 
name in the user settings).

2. I am not certian - but I believe 2.0.3 contains a bug where alerts under the 
"admin" account do not get sent.  They do for any other use though.  I think i 
saw something about this in the zenoss-dev forum, might want to see if you can 
find it.

3. Did you create an alerting rule for the user for their managed devices?  
Just creating a user in zenoss and assigning them an email isn;t enough to get 
it to email them.  Zenoss also needs to know what you want them alerted about 
(nothing by default)
