It is properly storing the value. The 0.0 that it is referring to is the delta. 
This is a feature of the COUNTER type. If it has no previous value, no matter 
what value you put in, it will result in 0 since a proper delta can't be formed 
from one value.

I'd look more deeply to see if you really do need to use a COUNTER value 
instead of a GAUGE. More information on the differences between these can be
