Which makes me think this is a bug. Zenoss knows the the service
is running on 10.1.1.91 but its polling 10.1.1.90 which is the
default IP address of the host but not the IP where the web server
is running.

You're right on the money as to why this is happening. The ZenStatus
daemon always tries to connect to the manageIp of the device to
performance the IpService checks. mwatson from the users list created
a patch for this that hasn't yet been rolled into the main tree. You
