This is after an upgrade from 1.1.2, so you're right, it could be a migration 
problem (though everything else seems to be running OK).

As the zenoss user, I ran:

zenoss stop
zeoctl start
zenmigrate
zenoss start




I then refreshed the objTemplates page and tried the "Create Local Copy" button 
again.  I get the same error:
