did you setup the routers and enable all of the SNMP functionality, or were they previously setup and you are just trying to connect to them? based on the "I have also tried setting the community to "public"" statement, i woud bet you are using the out of the box config. i dont know the config you will need to add on those rtr's but cisco's site should have enough to get you started. Or a quick google search found:
