There are a couple of answers to these questions. As far as the WinSevices go, the fact that you're getting event logs means that the DCOM/RPC connectivity is working properly. See if you can take the check out of "Monitored" on the WinServices table and see any services.
The reason you aren't finding http on your Linux servers is that by default it binds to an IPv6 socket. NetSNMP isn't capable of reporting that the service is running when this happens. Try editing your httpd.conf file and changing the "Listen 80" line to "Listen 0.0.0.0:80" so that it only binds to an IPv6 socket.
