Which version of Ubuntu are you using? I edited /etc/default/snmpd to:

"SNMPDOPTS='-Lsd -Lf /dev/null -u snmp -I -smux -p /var/run/snmpd.pid'"

This was on Ubuntu 7.04, and I was able to access the strings remotely just 
fine (once those were setup of course; see #13 of 
http://www.zenoss.com/community/docs/install-guides/install-on-ubuntu-7.04/).
