I followed those directions religiously each time I tried to reinstall. I did test the v2.0.6 before I tried the data migration and it worked no problem. The menus had the issues after I did the data migration.
Missing menus is always a sign that zenmigrate didn't run to completion. The migration scripts actually build the menus for 2.x. I know you've probably run zenmigrate a million times by now, but something to do with it is the problem.
Could you post the "zenmigrate -v 10" so we can see which scripts are running and any errors that might be occurring?
