For anybody that faces a similar situation to me, the simplest solution seems to be to modify the "/events/archive" event class. The default is for items of that class to go to "history". Especially on a Window domain controller, there is a LOT of noise that I don't usually care about unless there is a security incident.
I changed the zEventAction to drop.
